Water PPPs Gain Acceptance, Financing in Canada

On 6 November 2015, the Saint John, New Brunswick City Council awarded a design-build-finance-operate-maintain (DBFOM) water system project with a 33-year term to Port City Water Partners (PCWP). The Council chose PPCWP among three consortia bidding on the project.

The Saint John Drinking Water Project includes a 100,000 m3/d water treatment plant, three storage reservoirs, 26 km of pipeline and general system improvements. The CA$255 (US$190) million project will be partially funded by federal and provincial financing mechanisms totaling up to CA$57.3 (US$42.9) million each. This new capacity is expected to come online by November 2018.
